After more than six months of Brazil’s regulated fixed-odds betting market being in operation, the Secretariat of Prizes and Bets of the Ministry of Finance (SPA-MF) released its first detailed report on August 26.
The data reflects the activities of 78 authorized operators and highlights progress in safeguarding players and strengthening the economy.
For 2025, SPA’s two key priorities have been ensuring that licensed operators comply with regulations and combating the illegal betting market. Since October 2024, more than 15,400 illegal betting pages have been taken offline by the National Telecommunications Agency (Anatel). The report also revealed that 17.7 million Brazilians placed wagers through the 182 platforms authorized by the Secretariat.
SPA Secretary Regis Dudena emphasized the importance of this balance sheet, noting that the report provides concrete, verifiable information on regulatory actions, supervision, and market performance. With legalized betting since 2018 but proper regulation only introduced from 2022 onward, the sector expanded without control for years. From 2023, new rules were gradually introduced, culminating in full enforcement at the start of 2025. In the first semester, 66 regulatory investigations involving 93 operators were opened, leading to sanctions in 35 cases.
The fight against illegal betting has also extended to the financial system. In cooperation with the Central Bank, SPA mandated financial institutions and payment companies to block services for unauthorized operators. As a result, 24 institutions filed 277 reports to SPA in the first half of the year, leading to the closure of 255 individual and corporate accounts. In addition, 13 payment firms were instructed to provide further data, which led to the termination of 45 company accounts linked to irregular betting operations.
Advertising is another front where SPA has stepped up enforcement. A partnership with the Brazilian Digital Council, which includes Google, Meta, TikTok, Kwai, and Amazon, has enhanced the removal of illegal betting promotions and deceptive influencer content. During this period, 120 processes were completed, resulting in the takedown of 112 influencer pages and 146 non-compliant posts.
The semi-annual report of the General Betting Management System (Sigap) also sheds light on bettor demographics. Among the 17.7 million users, 71% were men and 29% women. The largest age group was 31-40 years (27.8%), followed by 18-25 years (22.4%) and 25-30 years (22.2%). Smaller shares came from those aged 41-50 (16.9%), 51-60 (7.8%), and 61-70 (2.1%).
Financially, the industry generated a Gross Gaming Revenue (GGR) of R$17.4 billion in the first half of 2025, representing betting volumes minus payouts. On average, each active bettor spent around R$983 in six months, or roughly R$164 per month. Tax contributions amounted to R$3.8 billion, covering federal levies such as IRPJ, CSLL, PIS/Cofins, and social security contributions, along with R$2.14 billion allocated to social programs as mandated by Law 14,790/23.
Additionally, the SPA collected R$2.2 billion in license fees from operators and around R$50 million in inspection charges during the same period.
Secretary Dudena concluded by affirming that SPA will continue releasing periodic updates to maintain transparency and accountability, ensuring that both regulators and private stakeholders remain aligned in the responsible growth of Brazil’s fixed-odds betting market.
