The subject of some of the toughest restrictions ever placed on an Australian casino for money laundering and gambling harms in 2022 has been fined again.
The Victorian Gambling and Casino Control Commission (VGCCC) issued Crown Melbourne with an AU$100,000 (US$64,630) penalty on Monday for allowing an excluded person to gamble.
While acknowledging the excluded gambler “made efforts to conceal their identity,” VGCCC CEO Suzy Neilan wasn’t in the forgiving mood.

Neilan said that the breach meant the raft of measures applied since 2022 had “not sufficiently mitigated potential shortcomings in Crown’s systems and controls in policing the presence of an excluded person.”
According to a VGCCC news release, the Crown Melbourne persona non grata managed to gamble for almost 15 straight hours last October without intervention from any staff. It fell to a visiting VGCCC inspector to notice the violation and spur responsible staff into action.
The VGCCC said, however, that Crown Melbourne had assisted its investigation and also added controls it approved of over the last year, including: “reconfiguring gaming floor entrances, reviewing the location of facial recognition cameras and continuous training for entry point officers.”
The Victoria Government hit Crown Resorts with a record AU$120m ($79.6m) fine in 2022, with AUSTRAC fining it an additional AU$450m ($290m) a year later for anti-money laundering breaches. Crown Melbourne subsequently underwent a two-year period operating under special supervision.
Neilan warned that the latest incident highlighted “the importance of continuous improvement and vigilance.”
