Equatorial Guinea has officially stepped into the global online gambling arena by granting its first Online Gaming Master Licence to Mascott Capital Partners, a Cyprus-based gaming management and licensing company.
The government hailed this development as a key milestone in its broader efforts to diversify the economy and drive digital transformation.
This marks the country’s debut in establishing a regulated online gambling framework, encompassing online casinos, betting, and gaming. The licence was issued by Antonio-Pedro Oliveira Burupu, Minister of Tourism and Tourism Infrastructure, in accordance with Law 2/1995 and the regulatory and tax reforms outlined in Law 10/2017.

The launch of online gaming, online betting, and online casinos in Equatorial Guinea is one of the most significant measures taken by gaming regulators in the country’s history and Mascott Capital Partners’ digital platform will assist in submitting online gaming licence applications.
The updated legislation is intended to simplify tax procedures, establish clear operational standards, and ensure gambling revenues contribute to public services.
The government highlighted that the initiative seeks to create new revenue streams while aligning with international standards and safeguarding consumer rights.
It also stressed that applicants bear full responsibility for meeting strict compliance requirements.
Mascott Capital Partners will act as the main regulatory access point for the country, offering a proprietary digital platform to manage licence applications, monitor compliance, and support international gaming firms entering the market.
All potential operators must go through Mascott to gain access to Equatorial Guinea’s online gambling sector. The regulatory framework imposes strict compliance obligations, including mandatory age checks, anti-money laundering (AML) measures, and regular financial and operational audits.
